Consultation: Mandatory Minimum Requirements for existing buildings
EuroACE responded to the survey on mandatory minimum requirements (MMR) for existing buildings, carried out by BPIE, CLIMACT, CREARA and Ecologic for a European Commission study on lessons learned for the renovation of the built environment.
A good MMR scheme should include:
- A good data overview of the building stock, based on the national Long-Term Renovation Strategies and quality EPCs
- A long-term (2050) vision for the building stock with intermediate milestones, creating a clear trajectory and tightened ambition over time
- Milestones broken down per building segment, with clear, progressive and sufficiently ambitious objectives announced in advance
MMR bring many benefits: improved health and wellbeing for occupants, higher property values, easier investment planning, and tackling energy poverty, as energy poor households usually live in the worst performing buildings. To avoid lock-in effects and negative impacts on tenants, they must be accompanied by adequate financing, advisory services and social safeguards.
