Public Consultation: Renovation Wave
EuroACE responded to the European Commission’s public consultation on the Renovation Wave initiative for public and private buildings, following up on our earlier feedback to the Roadmap.
Among our messages:
- The lack of mandatory renovation requirements, including at trigger points, explains why the renovation rate and depth are so low in non-residential buildings. The requirement of EED Article 5 to renovate 3% of the floor area each year should be extended to all public buildings, especially those serving the public interest such as schools
- Different financing tools should be considered depending on the building segment, ownership structure and consumer profile, and a dedicated Renovation Fund at EU level for the recovery, acting as a technical assistance engine, would direct the right funds to the right projects
- Financing streams should also help fund one-stop shops, advisory services and building renovation passports, to help sustain the market
