High-level roundtable Delivering Financing for the EU’s Residential Energy Renovation Market, 4 November, Dublin, by Renovate Europe, Climate Strategy & Partners and the Irish Green Building Council

Delivering Financing for the EU’s Residential Energy Renovation Market

The day before Renovate Europe Day 2026, Renovate Europe, Climate Strategy & Partners and the Irish Green Building Council (IGBC) hold a high-level roundtable in Dublin on financing residential energy renovation.

With the recast Energy Performance of Buildings Directive adopted, Member States must now turn their renovation targets into investment-ready programmes through their National Building Renovation Plans, and households need access to affordable financing. The European Commission’s assessment of the first draft plans found that investment needs and financing strategies still need more work.

Ireland is a good example of how public and private finance can be combined, bringing together Irish Government support, EIB/EIF guarantees and commercial lenders. Policymakers, financial institutions, industry and experts will discuss the financing on offer in Ireland and other Member States, and how national initiatives and EU instruments can work together to mobilise investment at scale.

Particular attention will go to the proposed European Renovation Loan, which could combine EU budget guarantees, EIB financing, national promotional banks, commercial lenders and targeted grants to offer affordable, long-term renovation finance, particularly to low- and middle-income households.

Speakers include Peter Sweatman (Climate Strategy & Partners), Adrian Joyce (Renovate Europe Campaign), Colin Moran (Strategic Banking Corporation of Ireland), Yvonne McCarthy (AIB), Elaine Mackey (Bank of Ireland), Robert Nuij (DG ENER, European Commission) and Marion Jammet (IGBC).

The event is supported by the IGBC and the ENGAGE project.
