Renovate Europe’s feedback to the EPBD proposal
The revision of the Energy Performance of Buildings Directive must set the whole EU building stock on a clearly planned trajectory towards deep renovation if the EU is to meet its 2050 climate neutrality goal. In its feedback to the European Commission’s proposal, the Renovate Europe Campaign recommended to:
- Apply Energy Efficiency First to the zero-emission building definition
- Set deep renovation as the guiding principle of Minimum Energy Performance Standards
- Extend these standards to the full building stock over time through National Building Renovation Plans and Building Renovation Passports
- Better align Energy Performance Certificates with the deep renovation of the full building stock
