Renovate2Recover: how transformational are the National Recovery Plans for buildings renovation?

On its 10th anniversary, the Renovate Europe Campaign launched Renovate2Recover, a study by E3G with input from the campaign’s National Partners. It assesses the buildings-related elements of the National Recovery and Resilience Plans of 18 Member States: Austria, Belgium, Bulgaria, Croatia, Czechia, Denmark, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Poland, Romania, Slovakia, Slovenia and Spain.

Member States had to spend at least 37% of the Recovery and Resilience Facility on climate action, with energy renovation as a flagship. Yet the study found that, on average, only 8% was allocated to energy renovation, mostly achieving only the 30% energy savings required as a minimum, and that Member States lacked foresight for planning beyond 2026: a huge missed opportunity to lower energy demand at a time of skyrocketing energy prices.

The study includes a profile of each country and sets out 9 recommendations for Member States to implement transformative plans and meet the Renovation Wave objectives.
