Renovate2Recover one year on: what progress on building renovation?

In 2021, the Renovate2Recover study found that the 18 National Recovery and Resilience Plans it analysed allocated about €46 billion to building renovation. This briefing by the Renovate Europe Campaign looks at progress after one year of implementation: which buildings-related measures were implemented, which targets and milestones were met, and what financial support Member States received until the end of September 2022.

The plans were approved in 2021, well before the war in Ukraine and the energy price and cost-of-living crisis, which have become an additional reason to pursue the reforms and investments they contain. The briefing finds slow but steady progress, led by reforms and new financing programmes, with work begun to unlock buildings-related investment worth at least €28 billion.
